From managing a R900M district procurement budget in the Eastern Cape to driving national syphilis screening coverage from 64% to 95% across 7 of 9 provinces — my career has been spent at the point where supply chain data meets the decisions that determine whether health programmes deliver.

Major donor grants directly shaped
A stockout is always a data failure before it is a logistics failure.
After twenty years inside district supply chains, national procurement programmes, and donor-funded global health organisations, this is the conviction that shapes everything I do. The most sophisticated dashboard in the world has failed its job if the supply chain manager looking at it on Monday morning does not know what procurement decision to make differently. Data only matters at the moment it drives action.
— Thobelani Mfengwana · HealthChain Analytics & AdvisoryThe professional story
My career in supply chain began not in an analytics department but on the ground — managing procurement for fourteen public health facilities across the Eastern Cape, where a data error was never just a wrong number in a spreadsheet. It meant a clinic running out of medicines. That ground-level accountability for what supply chain data represents in practice has shaped every analytical decision I have made since.
A decade in district supply chain management — culminating in oversight of a R900 million annual procurement budget for vaccines, pharmaceuticals, and medical equipment across the Amathole District — gave me an unusually deep understanding of the gap between what health systems report and what they actually procure and deliver. That gap is almost always a supply chain analytics and decision-making failure before it is a logistics problem.
Moving into national programme work through the Global Fund and then CHAI gave me the analytical platform to act on that understanding at scale. At CHAI, embedded within a Gates Foundation-funded programme, I led the analytics and diagnostics supply chain function for South Africa's national syphilis elimination programme — driving ANC syphilis screening coverage from 64% to 95% across 7 of 9 provinces, conducting a procurement gap analysis that quantified a 2,025,293 unit annual RDT shortfall under the RT41 Transversal Contract, and building Power BI dashboards adopted by NDoH, WHO, and SANAC as primary national policy review tools. Earlier in the engagement, I led a condom supply chain baseline assessment across 16 Primary Distribution Sites and 18 clinics spanning all 8 districts of the Eastern Cape, producing reform recommendations directly adopted into provincial supply chain redesign.
In 2025, that body of work was presented at the International AIDS Society Conference in Kigali — a peer-reviewed international stage where the methodology, the data, and the conclusions held up to global scientific scrutiny.
Through HealthChain Analytics & Advisory, I now offer senior TA consulting and fractional analytics leadership to global health implementers, donor agencies, and private sector health organisations — available for fixed-term contracts and select advisory engagements across South Africa and sub-Saharan Africa.

What I do best
Supply chain performance dashboards, commodity availability analysis, forecasting and quantification, LMIS data quality assessments, and DHIS2 analytics for HIV, diagnostics, and maternal health programmes.
Spend analysis, supplier performance monitoring, procurement gap analysis, tender design, contract analytics, and strategic sourcing advisory for health commodities — ARVs, diagnostics, contraceptives, pharmaceuticals.
Executive dashboards for supply chain, procurement, and programme performance. Automated reporting replacing manual Excel processes. Donor reporting dashboards for PEPFAR, Global Fund, and bilateral funders.
Budget impact analyses, cost-effectiveness evaluations, resource allocation modelling, and investment case development for donor and government decision-makers across PEPFAR, Global Fund, and bilateral programme contexts.
DHIS2 system design, indicator development, data quality validation, and surveillance module configuration. MEL framework design and PEPFAR DATIM reporting for HIV/STI, ANC, PMTCT, and maternal health programmes.
Building practical AI capability in programme teams — accessible, contextualised, and grounded in PEPFAR and Global Fund programme workflows. Introduced as part of broader analytics engagements or as a standalone offering.
